Doping Procedure
1. FAM has adopted the FIFA Anti-Doping Regulations. These regulations have been incorporated either directly, or by reference into the rules of local competition.
2. These regulations is applied to all players, players support personnel, match officials, officials and other person who participate in activities, matches or competitions organized by FAM.
3. It is the responsibility of FAM to collect samples for doping control at national competitions.
Obligation of Players and Teams
1. Players and entities shall be responsible for knowing what constitutes an anti-doping rule violation and the substances and methods that have been included in the Prohibited List provided by WADA (WorldAnti-Doping Agency).
2. Players are obliged to undergo doping tests as set in general rules for testing. In particular, every player designated to undergo a doping test by a responsible officer , whether as a result of target testing or drawing by lots, is obliged to provide urine sample and if requested, a blood sample, to undergo any medical examination that the responsible official deems necessary.
3. The players obligation include the requirement to:
a. remain within direct observation of the FAM doping control officer or the chaperone at all times from the point of notification until completion of the sample collection.
b. comply with sample collection procedures.
Selection of Players for Testing
1. The FAM anti-doping unit shall select players for sample collection using random methods and target testing, as applicable.
a. Target Testing may be performed on player as a consequence of behavior indicating doping and abnormal biological parameters.
b. Testing that is not target testing shall be determined by random selection in accordance with FIFA doping control procedure.
Sample Collection Procedure
1. Players are randomly selected during a competition by drawing lots in the presences of an official from each team.
2. Number of player tested from each team determined by the organizing committee.
Management Process
1. Samples collected will be send to WADA accredited laboratories or as otherwise approved by WADA.
2. The head of laboratory will notify the test results by confidential fax or e-mail to the General Secretary and FIFA Anti-Doping Unit.
3. In adverse analytical finding or other anti-doping rule violation the management process should be conducted by FAM Anti-Doping Committee.
4. The Chairman of Medical and Anti-Committee has to confidentially notify FAM General Secretary, the Chairman of FAM Disciplinary Committee, the players association and the player simultaneously.
5. Where it is asserted that an anti-doping rule has been violated, the FAM Disciplinary Committee shall be responsible for imposing the relevant suspension.
Prosedur Ujian Dadah
1. Pihak Persatuan Bolasepak Malaysia (FAM) telah mengguna-pakai Peraturan Ujian Dadah FIFA untuk semua perlawanan di peringkat tempatan mahupun antarabangsa.
· Peraturan ini adalah tertakluk kepada semua pemain, pegawai-pegawai rasmi pasukan dan sesiapa sahaja yang terlibat didalam aktiviti atau pertandingan yang dianjurkan oleh Pihak FAM.
2. Pihak FAM juga bertanggungjawab untuk mengumpul sampel ujian dadah untuk pertandingan bertaraf antarabangsa.
· Para pemain dan setiap pasukan yang bertanding diwajibkan untuk memahami perlembagaan dan peraturan berkaitan penyalahgunaan dadah yang dikeluarkan oleh World Anti-Doping Agency (WADA).
· Pemilihan untuk menjalani ujian air kencing akan dilakukan kepada para pemain dan pegawai yang terlibat didalam pertandingan yang dianjurkan oleh FAM secara rawak.
· Para pemain akan diberi pengawasan ketat sepanjang ujian ini dilakukan. Segala prosedur pengumpulan sampel hendaklah dipatuhi oleh pemain.
3. Sampel ujian air kencing akan dihantar ke makmal WADA yang bertauliah untuk ujian pengesanan penggunaan dadah .
· Keputusan ujian makmal akan dihantar melalui emel atau faks oleh Ketua Makmal kepada Setiausaha Agung FAM.
· Sekiranya terdapat penyalahgunaan dadah dijumpai menerusi ujian makmal, Badan Disiplin dan Tatatertib FAM akan mengambil tindakan tatatertib yang sewajarnya.
